Minutes of Excelsior District Improvement Association Meeting,
September 28, 2010

President Jackie Cash called meeting to order at 7:05pm.

Pledge to Flag lead by John Consiglieri.

No Treasurer report was made.

Jana Clark, City Attorney (code enforcement) informed EDIA that the smoke shops on Mission Street near Avalon and Brazil streets were offering items related to illegal drugs for sale.  To add weight to investigation of these and any other drug related items, Ms Clark stated that comments from the neighborhood to her office could help.  Motion made and passed that a letter of complaint from EDIA be sent.  Individual letters are also welcomed.

Capt. Louis Cassanego reported that vehicles stolen are focused on older models of Honda, Toyota, Nissan because of the use of ‘shaved’ keys; also car break-ins are done in ‘line’ meaning several cars in a row are targeted, windows broken then suspect leans into car in search of items to steal.  Ingleside Station is using plainclothes officers to try and catch the car thief/break-in suspects.  The Captain commented on the smoke shops and explained which items were considered illegal under the code (11364).

Jason Fried, SF Power, made a very informative slide show presentation.  He explained how the City’s program would offer more stable costs and rate structure subject to once a year change.

Joey Koomas, San Francisco Rent Board, gave an overview of services offered by the board.  The board offers clarification of how much rent increases are allowed under San Francisco’s rent control rules, how landlords can recoup capital improvement costs and helps with other issues.

Collen Tracy and Darren of SFEDFUND,  are hoping to get more involvement for local schools in the Excelsior by bringing the ‘public’ back to public schools.  Volunteers are encouraged to work with Balboa High, Monroe Elementary and Cleveland Elementary.

A short summary of the Parking Summit progress will be made at the next meeting.

“Light Up the Night” to improve the lighting on Persia has been completed and Excelsior Action Group has reached out to start phase two of Light Up the Night identifying other areas that need light improvements.

CSFN report by Leo Martinez revealed some organizational problems within the CSFN with some members abstaining from votes on citywide issues due to lack of input from that member’s group; i.e. EDIA’s representative does not have adequate time to present issues for EDIA membership input prior to voting at CSFN.  EDIA Executive Board to discuss.

Linda d Avirro reported on a recent tour of the Excelsior District for the San Francisco Convention Bureau showing points of interest that might be attractive for tourists looking for a different view of our city.

Patty DeVlieg reported that Paige Nittler gave birth to twins, a girl and a boy.  Motion to send the family an online gift certificate in the amount of $100. was made and approved.
